The phpBB forum application is a good choice if you cannot invest the money in vBulletin forum software.  phpBB is a good forum tool for the price.  It provides good member controls and forum features. 

I am experienced with installing, upgrading, transfering, and merging phpBB forum websites.  I can also create custom themes/skins for phpBB websites and install premade themes.

I do want to stress though, that I always recommend vBulletin over phpBB because phpBB lacks a lot in spam prevention and SEO tools.
